With his new proposal John Bower would seem to acknowledge that a large concrete wall in the Gualala River estuary would be an eyesore. But his “soil retention wall” ignores the fact that the bluff is stable and does not need to be retained. What would need retaining are the tons of fill that the plan proposes to dump on the bluff for a huge parking lot.
It would be more accurate to call the proposal a “parking lot retention wall” and its construction involves destroying the existing bluff and encroaching on the estuary with an extensive plastic web. As custodians of the beautiful Gualala River estuary surely we can do better.
